The quote "The Power Comes in Response to a Need Not a Desire." is actually from a kids TV show called Dragon Ball Z. In a nutshell its about aliens who came to planet earth to fight evil and test each other in battle. These aliens have different forms and can power up to a state called "Super Saiyan" which makes them faster, stronger and in general a better fighter.

In one of the "sagas" they have to fight a being that is a genetically modified clone of many other fighters and can absorb other fighters power. 

Enter the Hyperbolic Time Chamber.  The time chamber is a place where 1 year is 1 day and the conditions are harsh, a perfect training ground. 
In one episode, the main character Goku tries to teach his son how to become a super saiyan. His son is trying to get there simply by increasing his powerlevel to which goku replies with that quote.  In order to become a super saiyan one must focus their energy and maintain control, otherwise it just hurts the body. They eventually realize that going past super saiyan is not within their reach yet (they get to those levels in future episodes), but to defeat their enemy to simply stay in that form all the time, without wasting energy on the transformation itself.

To me, this is a great metaphor for taking on life. I believe it has spiritual applications as well.  Sometimes you have to get to a point where you need something rather than want it, for it to manifest. If that sounds like the Law of attraction it is, but I don't believe you can get something just by meditating on it. You have to take correct actions in the world to make it so.
